would be crazy if they made 12 different versions. The front would be the same but the back has the different poster for each district and what they do (1-gems...12-coal) and the inside had the tributes from each district. Though I suspect district 12 would be the most popular.

If they're smart, that's EXACTLY what they do....at least 1 Steelbook for each District...with embossing/debossing, inside art, etc etc.
