I'm hoping that she is less than $25, but odds are she won't be.
If you're interested in how the costing of a figure works, here it goes:
What the problem is with creating these smaller child figures is that it's the same amount of parts, same amount of work and development, and same amount of work producing the figure. I totally understand that the figure is basically half the size, but that doesn't necessarily equal half the price. If a standard figure has say, 17 parts, with approximately the same amount of articulation (10 POM joints or pins) - that equals the same for Clem as far as mold cavities, amount of assembly, amount of paint apps, etc. And since she also comes in the same style blister, that is also the same price. So, say if Rick Grimes from series 6 costs $6.50 to produce, then Clem could feasibly cost around $6.25 or even the same. The amount of material and cost of the parts is so minimal to the full equation, that it really doesn't work out how you'd think. (The actually plasatic per figure may only cost $1.50, and the rest of the cost is assembly, paint, and packaging).
As for accessories, Clem comes with a pistol, hammer, and a backpack. Which in fact is just as many as any of our other figures. And the other thing that makes it tougher to cost one of these exclusives is that they are one per series - so your cost is your cost. But for a standard series, the prices per figure have a range, and then the price is averaged over the series. So if Carl is $5.50, and Hershel is $7, and the rest in between, your average is around $6.25. This method allows us to beef up accessories for one character that may not be as complex.
As for the license for the VG, i believe it's bundled in with our comic license since it's all under the Skybound umbrella.
