Confused on overseas timing. The Everything blu website states 8pm "GMT". Isn't UK BST as per the table at top of page?

Based on a recent experience, they'll need to mark the value below $20 or you'll have to pay customs in Canada.

I see what you are saying. GMT means London would be plus One hour.
So if the preorder starts at 8:00 pm GMT - that would be 9:00 in London.
(The table states 8:00 PM for London) - that can't be right.

Yes they do mean 8PM BST because GMT would mean it starts at 7PM. We in the UK are in the British Summer Time and the clocks went forward a hour on the 26th March. They go back a hour on the 29th October and that is then called Greenwich Mean Time (GMT) hope this helps
