Not sure, the article mentions it was in response to controversy in the UK but was vague as to which countries got moved up. I would assume it is all of them.

They are temporary charges, so they shouldn't impact your balance at all, but you will see them come on and off until a day or two before they are shipped (or when they process for in store pickup if you did it that way).
